MSU-Main SSG
Ratified its By-Laws

Mindanao State University-Supreme Student Government (MSU-SSG) successfully presented its ratified Constitutional By-Laws (CBL) on February 16, 2023, at the MSU International Convention Center.
A notable change during the presentation is the transition of MSU-SSG to a parliamentary system of governance. The presentation invited all MSU-SSG officers, MSU-Main officials, Colleges and Departments Student Councils, and all university student organizations. According to SSG, the event will engage the invited stakeholders in meaningful discussions that will bring them together. It will help them strengthen their critical thinking and finalize the said CBL of the organization, which will help protect the rights of the whole campus student body.
Information about the new parliament code can be found in the Article XII of the ratified CBL of MSU-SSG. Section 1 of Article XII states that the legislative power is vested in the parliament, consisting of chief ministers and two college representatives. This excludes the Chief Ministers of the College of Medicine and College of Law because they will serve as consultants of MSU-Main SSG.
Accordingly, the parliament will comprise the forty-two (42) members of MSU-Main SSG elected on a specific academic year. The members of the parliament will have a term of one (1) academic year unless otherwise provided by the constitution.
Based on the Election Code under Article XI of the ratified CBL, two (2) elected Chief Ministers of every college will automatically be members of the parliament.
In addition, the election for selecting the two Chief Ministers should be included during the College Level Elections. To break down Section 3 of Article XI, Department Level Elections shall be conducted on the first working Thursday of April, College Level Elections on the second working Thursday of April, and University Level Elections on the last working Thursday of April.
The University Level Election will focus on the election of the Prime Minister and the Speaker of the House. The election of the Chief Justice will also be conducted simultaneously with the University Level Election. If the need arises, the Election code also allows the University Commission on Elections to propose a change in the date of the elections but subject to the approval of the Parliament.
To perform specific functions of the constitution, Article XII of the
ratified by-laws also stresses the creation of three (3) autonomous
constitutional commissions. These are the Commission on Audit, the Commission
on Elections, and the Commission on Student's Rights and Welfare. Firstly, the
Commission on Audit comprises MSU-Main JPIA and the auditors of every College
Student Council, Division of Student Affairs, Accounting Office, and MSU Main
Commission on Audit. Secondly, the Electoral Commission is composed of the
Director of the Division of Student Affairs, MSU-Main SSG Adviser(s), Chief
Commissioner, Chair of College COMELEC, and outgoing MSU-Main SSG officers.
Lastly, the Commission on Student Rights will serve as an independent office
composed of a chairperson, 14 college student representatives, and student
dormitory representatives.
