The Supreme Student Government of Mindanao State University under the leadership of Mr. Nurbani Bin Jamel C. Macaraya, the prime minister, conducted their series of efforts to reach out and help the stranded students inside the campus during the immediate implementation of enhanced community quarantine.
The national and local governments strictly implemented the enhanced community quarantine as an immediate response to the sudden strike of the coronavirus. This extraordinary event which became a global crisis, affected every sector of society including the education of the students. Classes were suspended in the middle of the 2nd semester for school year 2019-2020 and students had to come back to their respective home provinces to ensure their safety from the deadly virus.
However, not all students were able to go home to their respective provinces because of the two reasons that caused the MSU campus to have stranded students as identified by the Supreme Student Government. First, the sudden pronouncement of enhanced community quarantine did not give leisure time to the students to go home to their respective provinces. Second, some students opt to stay on campus for the reason that alternative learning such as E-classes were not suspended and other provinces where the students are residing do not have a strong internet connection.
As a response, the Supreme Student Government (SSG), conducted their distribution of relief goods during the enhanced community quarantine to help the stranded students who were left in their dormitories and cottages. Their first day of relief operation took place on March 21, 2020, at the Rajah Indarapatra Halls headed by PLGU of Lanao del Sur through PSWDO and Hon. Jamil Faisal S. Adiong. The PLGU of LDS is not the only office that assisted at that time but also the Office of Maisara Dandamun-Latiph donated 50,000, Creme Top also donated some of their products, and President Habib W. Macaayong, DPA, donated 100, 000 from his own pocket.
The official first day of their relief operation was headed by Vice President Rasid M. Paca, CGM, JD, MSA, Chairman of the Crisis Management Committee on March 22, 2020. The SSG was able to release a total of 1,111 packs of goods from their 3-straight day of relief operation from March 22 to March 24, 2020.
Certain aids and donations were also received by the SSG from Senator Ronald “Bato” Dela Rosa, Task Force Bangon Marawi (TFBM), Department of Social Welfare and Development (DSWD) Field Office 10, and Cash Assistance from the MSU Alumni Association (MSUAA) facilitated by Alumni Regent Bobby Lim. All of these donations were used by the SSG for the 2nd wave of their distribution of goods.
On their 2nd wave of relief operations from March 29 to April 3, 2020, a total of 1,424 stranded students were given goods. On their 3rd wave of the relief operation, they distributed cash assistance amounting to 1,300 pesos per student for 1,500 stranded students. The said distribution was done from April 4 to April 9 at the International Convention Center while following strictly the health protocols. The cash assistance that was distributed was coming from the MSU Administration through the initiative of President Habib W. Macaayong, DPA.
On the 4th wave of their relief operation from April 22 to April 26, 2020, they were able to distribute 1,304 goods to stranded students. On May 2, 2020, they were able to finish the 5th wave of their distribution of relief goods. They successfully released all the goods and they were also able to profile 1,508 stranded students on the campus.
The SSG did not only focus on the relief operation for the stranded students on the campus but they also helped facilitate the students for them to go home to their respective provinces. On April 7, 2020, 27 stranded students residing at Zamboanga del Sur were able to go home. It was followed by 10 students residing at Zamboanga del Norte on April 12, 2020. Seventeen students were also sent off to Maguindanao. On April 4, around 70 students were able to go home to the different municipalities of Lanao del Sur. Lastly, on May 1, 2020, around 55 students were sent off to the Provinces of Davao.
The SSG encountered challenges during their relief operations. First, they were not fully aware that they did not reach some stranded students in some cottages within the university because of a lack of information knowing also that the university is a semi-community campus. Second, they observed that MSU AKAN under ISD, could have been better if it could be upgraded as a source of useful information shortly and not only limited as a haven for grades of the students and some information about their subjects. SSG has encountered many disputes with some members of the community inside the campus. But despite all of these, they were able to successfully give the students their basic needs.
